Democracy, autocracy, bureaucracy and other. These systems all fail in that. Incompetency, the unqualified, the disqualified find their into these positions and ruin everything. In a democracy, you have incompetency elected by popular vote. In an autocracy, you get incompetency by succession or by strong man. The better system is to find the most qualified person and put him in positions. The old adage is true, put the ace in its place. It is a qualification, a seniority. Apparatchiks and groomed quasi aristocrats will lie about their adequacy and experience and the people act like idiots electing them. So they are not elected they are identified and promoted from the microcosm made identical, the business community.
